Abstract

Abstract: This article examines how university presidents who led their institutions to achieve Carnegie "R1 Highest Research Activity" managed policy tensions created by prestige priorities and worked with groups and coalitions internally and externally. Striving to achieve R1 status requires U.S. universities to re‐calibrate their focus, resources, and messaging both internally and externally. Using four elements of policy entrepreneurship (PE), the three cases included in this article illustrate the critical role of university presidents as PE in maintaining a sustained effort over an extended period. University leaders displayed their social acuity and built teams by cultivating their social and political capital with influential constituents and groups. As PE, university presidents were deliberate and thoughtful about the language they used to define and describe policy problems and solutions. The findings expand our understanding of the role of university presidents as PE. Abstract : Este artículo examina cómo los presidentes de las universidades que llevaron a sus instituciones a lograr Carnegie "R1 Highest Research Activity" manejaron las tensiones políticas creadas por las prioridades de prestigio y trabajaron con grupos y coaliciones interna y externamente. Esforzarse por lograr el estado R1 requiere que las universidades de los EE. UU. vuelvan a calibrar su enfoque, recursos y mensajes tanto interna como externamente. Utilizando cuatro elementos de la política empresarial (PE), los tres casos incluidos en este artículo ilustran el papel fundamental de los presidentes universitarios como PE en el mantenimiento de un esfuerzo sostenido durante un período prolongado. Los líderes universitarios demostraron su agudeza social y formaron equipos cultivando su capital social y político con grupos y electores influyentes. Como PE, los presidentes de las universidades fueron deliberados y reflexivos sobre el lenguaje que usaron para definir y describir problemas y soluciones de políticas. Los recomendaciones en este artículo amplían nuestra comprensión del papel de los presidentes universitarios como PE.
