- Abstract: There are many formal techniques in assessing the risk but the most effective method in quantifying the risk is the parental risk assessment method which is known as Hazard Identification and Risk Assessment (HIRA) technique. In order to enhance the risk assessment technique, in this study, two significant factors such as exposure frequency and legislation requirements are integrated with HIRA, and a novel HIRA-FL technique is suggested. From the new risk quantification method, it is found that most of the activity comes under high risk except tiling and flooring. A second level risk assessment is done after implementing the legal requirements in the same site and it is found that 85% of the high-risk activity comes under the low-risk zone. Hence, it is suggested that the new framework HIRA-FL technique is suitable in quantifying the risk in the construction site.
