Abstract

Abstract: Policy processes are ongoing phenomena without beginning or end. Accordingly, a major focus of research has been on questions of stability and change. This paper continues in this tradition by examining advocacy coalition stability, belief change, and learning. This paper draws on three waves of policy actor surveys that compare panel and non‐panel samples. The data were collected in 2013, 2015, and 2017 in the context of oil and gas development in Colorado, USA. The findings mostly confirm that coalitions and beliefs tend to be stable and that learning leans toward reinforcement rather than change in beliefs. However, although rare, some instances of belief change, change in coalition membership, and changing policy positions occur. Este documento continúa con esta tradición al examinar la estabilidad de la coalición de defensa, el cambio de creencias y el aprendizaje. Este documento se basa en tres oleadas de encuestas de actores políticos que comparan muestras de panel y no panel. Los datos se recopilaron en 2013, 2015 y 2017 en el contexto del desarrollo de petróleo y gas en Colorado, EE. UU. Los hallazgos confirman principalmente que las coaliciones y las creencias tienden a ser estables y que el aprendizaje se inclina hacia el refuerzo más que hacia el cambio de creencias. Sin embargo, aunque son raros, ocurren algunos casos de cambio de creencias, cambios en la membresía de la coalición y cambios en las posiciones políticas. Este artículo hace contribuciones teóricas y empíricas al estudio de la estabilidad, el cambio y el refuerzo de las coaliciones de defensa y sus creencias, y encarga a los especialistas en políticas que examinen más las excepciones a la evidencia que las confirmaciones.
