- Abstract: Smart tourism destination is applied as the advance application of smart cities concept. Smart tourism destination integrates the advance technology application into advanced physical infrastructures in order to enhance a city competitiveness by focusing on innovative service for the tourists. However, in its application, a significant issue related to governments' capacity is aroused. The government needs to be more innovative, adaptive and technology focused as providers of infrastructure and data. There is a call for multi actors' collaboration to overcome this issue. Hence, this paper aims to conceptualize multi actors' collaboration in managing a smart tourism destination. The framework was developed by reviewing the concepts of smart tourism, governance, collaboration, and coopetition. The collaboration among actors can be developed by considering collaboration background, purpose and motivation, member selection, as well as trust. These actors might involve in a cooperation, coordination, collaboration and/or coopetition.
