Abstract

Abstract: The electrical system serves as the fundamental base of a country's economic activity, and is a likely target for cyberattacks. As the modern economy continues its evolution towards greater digitization and interconnectedness, policymakers must outline and enforce regulations protecting those critical assets, without which the economy would suffer. The Texas Interconnection, due to being independently operated, and to a large‐extent legislated by the state of Texas, enjoys a simpler regulatory environment than its counterparts in the rest of the contiguous 48 states. We exploit this relative independence to offer policy solutions to better protect Texas against a cyberattack on its electric grid. Specifically, ERCOT and the PUCT have the authority and ability to streamline and simplify the potentially confusing protocols enforced by the North American Electric Reliability Corporation (NERC) to make adoption more likely. A medida que la economía moderna continúa su evolución hacia una mayor digitalización e interconexión, los formuladores de políticas deben delinear y hacer cumplir las regulaciones que protegen esos activos críticos, sin los cuales la economía sufriría. La interconexión de Texas, debido a que se opera de forma independiente y, en gran medida, está legislada por el estado de Texas, disfruta de un entorno regulatorio más simple que sus contrapartes en el resto de los 48 estados contiguos. Explotamos esta relativa independencia para ofrecer soluciones de políticas para proteger mejor a Texas contra un ciberataque en su red eléctrica. Específicamente, ERCOT y la PUCT tienen la autoridad y la capacidad de optimizar y simplificar los protocolos potencialmente confusos impuestos por la North American Electric Reliability Corporation (NERC) para hacer que la adopción sea más probable.
