Abstract

Abstract: This article presents an analytical model to understand norm change through inter‐subjective meaning‐making. It applies this model to analyze how the United Nations and Syrian civil society actors defined the norm of civil society inclusion in the framework of the Syrian peace process. It shows that norm change happened through two interlinked dynamics: processes in which the actors built congruence between the inclusion norm and other salient norms in their normative environments and processes in which the actors inter‐subjectively constructed the meaning of the inclusion norm. The article's contribution is twofold. First, it adds to the norms literature by presenting a multidirectional model of norm reformulation and providing fine‐grained empirical data on it. Second, it contributes to the mediation literature by shedding light on the meaning of inclusion not just from an international perspective, but also from the viewpoint of domestic civil society actors. Abstract : Cet article présente un modèle analytique permettant de comprendre le changement de norme par la construction de sens intersubjective. Il applique ce modèle pour analyser comment les Nations Unies et les acteurs de la société civile syrienne ont défini la norme d'inclusion de la société civile dans le cadre du processus de paix syrien. Il démontre comment le changement de norme s'est produit par le biais de deux dynamiques interconnectées: des processus dans lesquels les acteurs ont établi une congruence entre la norme d'inclusion et d'autres normes importantes dans leur environnement normatif et des processus dans lesquels les acteurs ont construit de manière intersubjective la signification de la norme d'inclusion. La contribution de l'article est double. Premièrement, il complète la littérature sur les normes en présentant un modèle multidirectionnel de reformulation des normes et en fournissant des données empiriques détaillées. Deuxièmement, il contribue à la littérature sur la médiation en éclairant la signification de l'inclusion non seulement du point de vue des acteurs internationaux, mais aussi de la perspective des acteurs nationaux de la société civile. Abstract : Dieser Artikel präsentiert ein analytisches Modell um Normenwandel durch intersubjektive Bedeutungsgebung zu verstehen. Dieses Modell wird angewendet, um zu analysieren, wie die Vereinten Nationen und Syrische Zivilgesellschaftsakteure die Norm der Zivilgesellschaftsinklusion im Rahmen des Syrischen Friedensprozesses definierten. Er zeigt, wie dieser Normenwandel durch zwei interagierende Dynamiken geschah: Prozesse, in denen die Akteure Kongruenz zwischen der Inklusionsnorm und anderen dominanten Normen in ihrem normativen Umfeld bildeten und Prozesse, in denen die Akteure die Bedeutung der Inklusionsnorm intersubjektiv konstruierten. Der Artikel leistet zwei Beiträge. Erstens ergänzt er die Normenliteratur, indem er ein multidirektionales Modell der Normenreformulierung präsentiert und detaillierte empirische Daten dazu liefert. Zweitens trägt er zur Mediationsliteratur bei, indem er die Bedeutung von Inklusion nicht nur aus der Perspektive von internationalen Akteuren, sondern auch aus der Sichtwiese inländischer zivilgesellschaftlicher Akteure, untersucht.
