- Abstract: In the face of unprecedented ecological crises, a consensus has been consolidated in the global community to fundamentally alter current modes of economic growth and patterns of resource allocation, in pursuit of a low‐carbon transition. Environmental governance plays an important instrumental role in this global agenda. The policy mix framework has emerged as a holistic approach to the design and analysis of environmental policies. A policy mix encompasses different dimensions, featuring not only the horizontality but also the verticality and temporality of interactions. Nevertheless, existing literature on environmental policy mixes focuses on the horizontal interactions, and very few studies have systematically explored the vertical and temporal interactions of policy mixes. Drawing upon the case of agricultural residue recycling in China, this study captures the evolution of both the narrative temporality and the verticality of environmental policy mixes. More importantly, the changing political narratives around residue recycling exert an intangible but significant influence on the vertical interactions between multilevel governments in both policy making and policy implementation, in which institutional and organizational arrangements constitute a key operational and mediating mechanism to manage vertical coordination. The study finally proposes three avenues for future research on environmental policy mixes. La gobernanza ambiental juega un papel instrumental importante en esta agenda global. El marco de combinación de políticas ha surgido como un enfoque holístico para el diseño y análisis de políticas ambientales. Una combinación de políticas abarca diferentes dimensiones, destacando no solo la horizontalidad sino también la verticalidad y la temporalidad de las interacciones. No obstante, la literatura existente sobre combinaciones de políticas ambientales se centra en las interacciones horizontales, y muy pocos estudios han explorado sistemáticamente las interacciones verticales y temporales de las combinaciones de políticas. Basándose en el caso del reciclaje de residuos agrícolas en China, este estudio captura la evolución tanto de la temporalidad narrativa como de la verticalidad de las combinaciones de políticas ambientales. Más importante aún, las narrativas políticas cambiantes en torno al reciclaje de residuos ejercen una influencia intangible pero significativa en las interacciones verticales entre gobiernos multinivel tanto en la formulación como en la implementación de políticas, en las que los arreglos institucionales y organizacionales constituyen un mecanismo operativo y de mediación clave para gestionar la coordinación vertical. El estudio finalmente propone tres vías para futuras investigaciones sobre combinaciones de políticas ambientales. 摘要: 面对前所未有的生态危机, 国际社会已达成共识, 从根本上改变当前经济增长模式和资源分配模式, 以期实现低碳转型。环境治理在这一全球议程中发挥重要作用。政策组合框架已成为一项用于设计和分析环境政策的整体方法。政策组合包含不同维度, 其相互作用不仅具有水平性, 还具有垂直性和时间性。尽管如此, 关于环境政策组合的现有文献聚焦于水平性的相互作用, 很少有研究对政策组合的垂直性和时间性相互作用进行系统性探究。基于中国秸秆综合利用案例, 本研究描述了环境政策组合的叙事时间性和垂直性的演变。更重要的是, 围绕秸秆综合利用的不断变化的政治叙事对各级政府在政策制定和政策实施中的垂直互动产生了无形却显著的影响, 其中制度安排和组织安排构成了管理垂直协调的关键运作机制。该研究最后提出了未来环境政策组合研究的三个方向。 … (more)
