- Abstract : Information and Communication Technologies (ICT) have a great potential to improve safety, quality and efficiency of health systems. Electronic Health Records (EHR) are critical to create a technological health infrastructure, including the generation, storage and utilization of data to be used in research. However, quite frequently, EHRs functionalities are inconsistently aligned with the needs of patients, physicians and researchers. In order to fulfill the needs of the different users, HER's must fully exploit the technical benefits of both Interoperability and the MVC (Model, View, Controller) Development Framework. An additional requirement is to define a Set of Core Data, essential for the management of patients, and to facilitate a high level of codification/parameterization in routine, addressing the needs and roles of health professionals. Using routine data, we will be able to advance to a Health Learning System in such important aspects as safety, effectiveness and health results, contributing to the Big Data promise.
