Abstract

ABSTRACT: The key to effective 21 st century intelligence is our sensemaking process. In this article, we present a case for why Cold War-era reductive intelligence models have become obsolete, and we show that sensemaking provides a better framework for the issues that intelligence agencies and their governments face in the 21 st century. To illustrate our argument, we apply the sensemaking paradigm to an increasingly prominent challenge: grey zone conflict.
