Abstract

ABSTRACT: The purpose of this research is to identify the communication dialectics regarding the conflicts that occur between the government and environmental activists in the Indonesian Conservation Area. The activists refused the government's policy on changing the function of Kamojang nature reserve that has reserved it into a nature tourism park. The tradition of the transactional communication emphasizes the similarity of meaning, viewpoints, and reference frames to build the same foundation among the environmental actors regarding the importance of managing conservation areas and the significance of creating effective environmental communication. The findings show that differences in the points of view and the frames of reference find in preserving the nature reserve area lead to conflicts and communication barriers. Furthermore, the conflict of the environmental policy can reduced with the negotiation, the approaches of non-litigation, the dialog, and intensive communication, also, an open and interactive decision making. The determination of environmental policies needed to involve stakeholders and non-governmental actors in a formal and consultative collective process. The prosperous collaboration will be able to encourage synergistic and multi-directional communication.
