Abstract

Abstract : The aim of the paper is to analyse the background, progress and effects of the leadership struggle between major institutions engaged in diaspora policy execution, as well as its impact on public value. The analysis covers the case study of Poland and the fundamental changes experienced by its system of diaspora institutions from 2011 to 2015. The paper presents the findings of the empirical study based on interviews with the representatives of the institutions in charge of designing and executing Polish diaspora policy. A critical approach to the leadership phenomena resulted in the identification of three fundamental dimensions of the diagnosed leadership struggle: programme, political and personal ones.
