Abstract

Abstract: The purpose of this paper is to access the effectiveness of policy initiatives on the emerging trend of Indo‐ASEAN trade by answering the critical question of whether the implementation of the Look East Policy (LEP)/Act East Policy (AEP) influences the growth trends and trade complementarities in India's trade with the ASEAN countries for the period 1990–2018? The result reveals that both import and export increased in India during the AEP period, but unlike the LEP period, AEP period shows negative growth. It is found that India's exports and imports are intense with ASEANs compared with its trading pattern in the rest of the world. It can also be observed that coefficient of time dummy has a positive significant relationship with India's bilateral export of merchandized product to ASEAN countries. The study observes five breaks on the growth of export, import and total trade, spread over three decades. Further, the growth and volume of trade was found to be highest via Land Custom Stations (LCS) Moreh amongst all LCS of northeastern states during the period of AEP. Abstract : El propósito de este artículo es evaluar la eficacia de las iniciativas políticas en la tendencia emergente del comercio entre India y ASEAN, mediante la respuesta a la pregunta crítica de si la aplicación de la Política de Mirada hacia el Este (LEP, por sus siglas en inglés)/Política de Actuación en el Este (AEP, por sus siglas en inglés) influye en las tendencias de crecimiento y en las complementariedades comerciales en el comercio de la India con los países de la ASEAN para el período 1990‐2018. El resultado pone de manifiesto que tanto las importaciones como las exportaciones aumentaron en la India durante el periodo de la AEP, pero que a diferencia del periodo de la LEP, el periodo AEP muestra un crecimiento negativo. Se constató que las exportaciones e importaciones de la India a/de los países de la ASEAN son intensas, en comparación con su pauta comercial en el resto del mundo. También se puede observar que el coeficiente de la variable ficticia de tiempo tiene una relación positiva y significativa con la exportación bilateral de mercancías de la India a los países de la ASEAN. El estudio observó cinco interrupciones en el crecimiento de las exportaciones, las importaciones y el comercio total, repartidas en tres décadas. Además, se encontró que el crecimiento y el volumen del comercio más altos tuvieron lugar en las estaciones aduaneras terrestres de Moreh entre todas las estaciones aduaneras de los estados del noreste durante el período de la AEP. Abstract : 本稿は、ルックイースト政策(Look East Policy:LEP)/アクトイースト政策(Act East Policy:AEP)の実施が、1990~2018年のインドのASEAN諸国との貿易における成長傾向と貿易補完性に影響を与えるかという重要な疑問を解明し、インドとASEAN諸国との貿易の新興トレンドに対する政策イニシアティブの有効性を検討することである。結果から、インドではAEPの期間中に輸出入ともに増加したが、LEP期間とは異なり、AEP期間はマイナス成長であった。インドの対ASEAN諸国の輸出入は、世界の貿易パターンと比較して集中していることが分かる。また、時間係数ダミーは、インドの対ASEAN諸国の二国間の製品輸出と有意な正の関連性が認められる。この研究では、輸出、輸入、貿易総額の伸びについて、30年間で5回の停滞期間が観測されている。さらに、取引量とその増加は、AEP期間中では、北東部の州のすべてのLand Custom Station(LCS)の中でMorehを経由する取引が最も多いことが分かった。
