- Abstract: This paper presents a decision-based governor control scheme to implement the primary frequency regulation norms of Indian power system. The devised scheme will aid the researchers to analyze the dynamics of primary frequency control in restricted governor mode operation (RGMO) environment. The conventional primary and the developed RGMO based primary frequency control schemes are investigated through simulation of a two area interconnected power system. The results of the simulation indicate that the developed RGMO based primary frequency control scheme is in line with frequency regulation norms of the Indian power system.
