Abstract

Abstract : In the future electricity market, aggregators are likely to play an important role in demand response, generation and balancing services as enablers for, inter alia, consumers and prosumers. Market actors are already experimenting with first business models and the new rules from the EU "Clean Energy Package" will require the Member States to remove discriminatory provisions with regard to their market access. However, as practice shows, the lack of access to real time metering data, be it due to technical or regulatory reasons, is a substantial barrier for aggregators in several countries, as quality real time data is crucial in order to develop products and work with flexibility. This article explains some business models that deal with aggregation and discusses potential barriers as well as possible solutions to reduce or eliminate them. The dynamic interdependency between EU and national level, especially with a look at the Clean Energy Package, will be respected.
