Abstract

Abstract : With the ratification of the Paris Agreement, by means of an unusual fast-track procedure, the European Union demonstrated the willingness to continue playing its role in the challenging run to hold the increase in the average global temperature to well below 2°C above pre-industrial levels. It now needs to be equipped with a solid basis (the right instruments and policies) that will allow to honour its international commitments and to show its leadership in the climate and energy area, winning that run and, at the same time, growing moving towards a low-carbon economy.
