- Abstract: Since the beginning of the 1990s, the Liberal Democratic Party (LDP) of Japan has tried to institutionalize contacts with the Chinese Communist Party (CCP). Until 2009, the Sino‐Japanese Conference of Exchange Between the Ruling Parties did little to build ties of trust between both sides, but its revival in 2015 proved much more successful. This article argues that as the institutionalized channels were prone to disturbance caused by ideological leanings of party officials, they did not work as efficiently as sub‐party level of exchange. The weakening of LDP factions and centralization of decision‐making process under the Prime Minister, however, contributed to shortages of Japan's semi‐official diplomacy towards China, which detrimentally influenced bilateral contacts, especially under the second Abe administration. Paradoxically, since 2015 the revived Conference started playing a more important role thanks to determination of LDP secretaries‐general. This article examines the gravity of these personal factors in LDP–CCP relations. Hasta 2009, la Conferencia de Intercambio entre China y Japón entre los partidos gobernantes hizo poco por crear lazos de confianza entre ambas partes, pero su reactivación en 2015 resultó mucho más exitosa. El artículo sostiene que, dado que los canales institucionalizados eran propensos a sufrir disturbios provocados por las inclinaciones ideológicas de los funcionarios del partido, no funcionaron tan eficientemente como el intercambio a nivel subpartido. Sin embargo, el debilitamiento de las facciones del PLD y la centralización del proceso de toma de decisiones bajo el primer ministro contribuyeron a la escasez de la diplomacia semioficial de Japón hacia China, que influyó negativamente en los contactos bilaterales, especialmente bajo la segunda administración de Abe. Paradójicamente, desde 2015 la Conferencia revivida comenzó a jugar un papel más importante gracias a la determinación de los secretarios generales del PLD. El artículo examina la gravedad de estos factores personales en las relaciones PLD‐PCCh. 摘要: 关系很重要:自由民主党与中国共产党关系的制度化: 自20世纪90年代起,日本自由民主党(LDP)一直尝试将与中国共产党(CCP)的联系制度化。直到2009年,中日执政党交流机制会议几乎没有建立双边信任关系,但2015年该关系的进步被证明是相当成功的。本文主张,鉴于制度化沟通渠道往往受到由党派官员意识形态倾向造成的干扰,其发挥的效率不如次于政党层面的沟通。然而,日本首相领导下LDP派的削弱以及决策过程的中心化,导致了日本对中国的半官方外交出现劣势,进而对双边联系造成了消极影响,尤其是在第二次安倍政府期间。矛盾的是,自2015年以来,该会议由于LDP秘书长的决心而开始发挥更重要的作用。本文分析了这些个人因素在LDP‐CCP关系中产生的影响。 … (more)
