Abstract

Highlights: Lack of coordination and resource capacity constrain sustainable urban transport. Issue-bundling and civil society participation can enable sustainable transitions. Building blocks of socio-technical transitions rest in actors taking advantage of windows of opportunities. Climate change policies often need to be coupled with other policy agendas to gain widespread support. Framing climate mitigation as a local issue is critical to facilitating meaningful transitions.
