Abstract

Abstract: This article aims to introduce the crucial role played by ministry cabinets in the implementation of public policies in Quebec. The authors use an ethnographic perspective to present the fruit of their experience, and do so at the department level, as well as the Prime Minister's. Within the Quebecois context, they produce a structural analysis of ministry cabinets, as well as an analysis of pertaining cultural and regulatory codes. They also expose the politic and political‐administrative relations that ascertain the progression of files produced by members of the Quebecois executive. But they observe a paradox. Although cabinets have the real ability to initiate new public policies, they operate within a complex environment, which greatly restricts their will to act. Tagging behind crisis, parliamentary work and bureaucratic resistance, they seem to act in a more reactive rather than proactive way on a daily basis. Sommaire: Cet article a pour objectif de présenter le rôle central joué par les cabinets ministériels dans la mise en place des politiques publiques au Québec. S'appuyant sur une perspective ethnographique, les auteurs y présentent le fruit de leur expérience et ce, tant au niveau ministériel que premier ministériel. Dans le contexte québécois, ils effectuent une analyse structurelle des cabinets ministériels ainsi qu'une analyse des codes culturels et règlementaires qui s'y appliquent. Ils présentent également les relations politiques et politico‐administratives qui déterminent le cheminement des dossiers initiés par les membres de l'exécutif québécois. Ils y constatent un paradoxe. Les cabinets disposent de la capacité réelle d'initier de nouvelles politiques publiques. Ils évoluent cependant dans un environnement complexe, ce qui limite considérablement leur volonté d'action. À la remorque des crises, des travaux parlementaires et des résistances administratives, ils s'avèrent plus réactifs que proactifs au quotidien.
