- Abstract: The development of complex product systems (CoPS) requires collaboration with the suppliers of premium resources. The strategic outsourcing of R&D projects related to these systems is among the solutions for the acquisition of resources including equipment, knowledge, people, and finance. Therefore, identifying the effective characteristics of the suppliers is of great importance. In this paper, employing a survey of 18 experts of Iranian Aviation Industries Organization in the form of a Fuzzy Delphi questionnaire, 15 effective indices were identified. Due to the interactions of the indices, the DEMATEL method was used to determine the causal relations among them. The relations were used by Analytical Network Process to prioritize the indices. The results of the ranking of indices to make decision to whether outsource or internally develop the CoPS are as follows: the "extent of experience and expertise in the area related to the project" ranks first, the indices "timely delivery of project output" and " financial sustainability during project completion period " mutually rank second, and the index " Adapting to values, beliefs, and organizational culture " ranks third among others. In addition, the paper analyses the results in comparison with CoPS characteristics, and the organization's requirements and competencies.
