Abstract

Abstract: The international community's negotiation of the prevention of an arms race in outer space (PAROS) has been stalled for 2 decades. A breakthrough is needed to secure international peace and security. On December 24, 2017, the United Nations General Assembly adopted Resolution 72/250 entitled "Further practical measures for the prevention of an arms race in outer space". The new resolution highlights several developments, compared with previous resolutions on PAROS. This article discusses its new elements, with an emphasis on the objective of building "a community of shared future for mankind", and practical measures for achieving this objective, especially the establishment of a group of governmental experts on PAROS. It is proposed that the international community should start cooperation on areas of mutual concern to sow seeds for broader cooperation in the exploration and use of outer space.
