- In recent years, the regional economic development literature has devoted a great deal of attention to dynamic knowledge externalities and to industrial clusters as sources of innovation. It is argued here that this literature has tended to neglect the importance of long-distance collaboration and knowledge diffusion. Moreover, regional development policies need to give more attention to human resource issues.
