- This paper examines US state government offices in Japan in the context of American subnational industrial policy. Structural and behavioural differences of the 35 offices are compared to levels of exports and foreign direct investment from Japan. Findings indicate that both the level of support given to these offices as well as the presence of sister city programmes are related to higher levels of exports and FDI. The evidence from this study suggests that the effectiveness of Japan's offices can be enhanced through greater support.
