Abstract

This report presents a decision support tool using paired comparisons to rank and weight a list of items. The techniques of T.L. Saaty, developer of the consistency ranking model, enable the user to detect inconsistencies, and provide an audit trail, or step–by–step breakdown of the entire ranking process, so that the process can be analysed further. The audit trail is possible because the program was constructed in modular form with top–down programming techniques, wherein errant data is pinpointed within a certain mathematical phase of ranking rather than necessitating a search through the entire program. The program was refined to make it as user–friendly as possible so that management–level decision–makers, who may not be computer experts, can use it successfully.
