- The development of an e-governance project can be a daunting task, as it involves many risk factors that can threaten the success of the project. The purpose of this research is to identify the most important variables that can be used to develop the early warning system or model that is able to predict project escalation. A survey is conducted of e-government project managers in India. The findings indicate three subgroups: low, medium, high risk projects, and a risk assessment model is evolved. This paper has vital implications for e-government decision-makers, system designers and researchers.
