Abstract

Abstract: This article presents the influence of external interest groups on the management efficiency of regional construction projects in the sphere of underground construction that rearrange resources in order to gain their goals. We have built the influence model that takes into consideration information incompleteness and information asymmetry in managing systems. The management strategy based on actions for changing the investor's resources has been modelled, at the same time the investor's budget restriction and his budgeting line is being influenced. Terms under which the return flow of budgets (from interest groups to the construction company) and prerequisites for creation of these conditions have been considered. The options for strategic forming of information space of the investment project promoting such flow are shown [11, 14, 15]. The distorting impact of regional financial and political groups increases net usefulness for the construction company in these options.
