Abstract

Abstract: Adequate regulation system, describing process of choosing and analyzing of technical solution and necessary requirements to designers and contractors, applied materials, became very important condition for saving and development of companies, which specialized in trenchless installation. In following report, we offer analysis of contradictions in Russian technical regulation system from the point of international practice and unformal fulfillment of requirement of Federal Law No 384 "Technical regulation of safety of buildings and structures"[1] . Main source of contradictions is undue formalization, leading to a loosing of technical target itself, which described by norm (document). Normative contains not general mandatory requirements but set of description of technical solutions, suggested as permitted. Practice of application of such normative base ignores objective comparative analysis and proper planning. Application of trenchless installation methods requires higher level of specialization from contractors (construction companies). Such companies are most vulnerable in situation of total market downturn. Problem solution. Task definition according to requirements of Federal Law No 384 "Technical regulation of safety of buildings and structures". Elimination of artificial contradictions. Usage of international experience and regulation without distortion (falsification) under excuse of adaptation.
