Abstract

The purpose of this paper is to suggest a multi-dimensional analytical framework of effectiveness, efficiency, relevancy, learning1innovation (EERL) for assessing the performance of public sector organisations (PSOs) in reference to Public Sector In-Service Training Institutes (PSTIs) in Pakistan as an example of how the model can be operationalised. This framework (EERL) has broad canvas and covers almost everything, which can influence organisational performance (i.e., inputs, outputs, outcomes etc) and have significant usefulness in seeking to capture the performance of PSOs. Performance indicators of each of these four criteria have also been discussed. The performance of PSOs depends on the simultaneous achievement of these criteria which purports that good performance on the part of PSOs means improvement in realising these criteria. This framework is relevant from both an academic and practical point of view and has implications for policy-makers in terms of conceptualising and measuring performance in the PSOs.
