Abstract

Abstract: Quebec established a Health and Welfare Commissioner to shed a relevant light on the public debate and government decision‐making process to help improve citizens' health and welfare. Over the years, the Commissioner has developed an expertise in the performance measurement field based on the cross‐section of various knowledge and information sources, and that integrates ethics and citizen engagement. In this article, we present the Commissioner's approach, its results, and related issues and challenges.
