Abstract

ABSTRACT: Over the past several decades, border security has moved away from a state-centric approach against military incursion from hostile neighbors or other foreign forces and towards a focus on trans-border issues such as terrorist travel, smuggling and trafficking of people and illicit goods, and mass migration flows resulting from external violence and instability. As a result, much of what would be considered border security intelligence is now handled through law enforcement agencies, domestic security and intelligence agencies, and their external security and intelligence agencies, as opposed to agencies focused on military intelligence. This article examines and compares the various agencies with border intelligence responsibilities in North America (The United States and Canada) and Europe (within the Schengen Zone and the United Kingdom). Particular focus is placed on the fragmentation and interdependency of these agencies resulting from their unique political, geographic, and social influences of border security, as well as the various threats and challenges each country faces.
