Abstract

Abstract: This article studies the development of poor relief in the rural areas of the diocese of Tortona in the eighteenth century, through the analysis of the parish reports written for the pastoral visits of bishops Giulio Resta and Giuseppe Lodovico Andujar in 1741 and 1743. The reports record the most important assistance activities organised by different social actors: dowries for poor girls; bread, money and clothing to distribute to the poor; but also formal support in the form of hospitals providing shelter and care for pilgrims and the sick; the monti di pietà, which loaned money and the grain stores, which provided essential loans of grain. The diocese of Tortona in the eighteenth century represents a privileged point of view for understanding how the development of poor relief in the ancien régime was influenced by the political and institutional, geographical, landowning and socio-ecomomic context. Here, a complex institutional situation, combined with a diverse geographical and socio-economic context, gave rise to a variety of poor relief systems. Les systèmes d'assistance aux pauvres en Italie rurale: le territoire du diocèse de Tortone au dix-huitième siècle: Cet article étudie le développement de l'assistance aux pauvres dans les zones rurales du diocèse de Tortone au XVIIIe siècle, à travers l'analyse des procès-verbaux, par paroisse, des visites pastorales des évêques Giulio Resta et Giuseppe Lodovico Andujar en 1741 et 1743. Ces rapports présentent les principales activités d'assistance mises en œuvre par les différents acteurs sociaux: doter les filles pauvres; du pain, de l'argent et des vêtements à distribuer aux pauvres; figure aussi l'aide formelle d'institutions hospitalières offrant abri et soins aux pèlerins et malades, le Mont de Piété, qui a prêté de l'argent et les granges, greniers stockant les céréales qui ont fourni des avances essentielles en grains. Le diocèse de Tortone au XVIIIe siècle fournit un point de vue privilégié pour comprendre comment le développement de l'assistance aux pauvres sous l'ancien régime fut influencé par le contexte politique et institutionnel, les conditions géographiques, foncières et socio-économiques. Dans cet exemple, une situation institutionnelle complexe, combinée à un contexte géographique et socio-économique diversifié, engendra une variété de systèmes de secours aux pauvres. Armenunterstützungssysteme im ländlichen Italien: das Territorium der Diözese Tortona im 18. Jahrhundert: Auf der Basis von Gemeindeberichten, die für die Pastoralbesuche der Bischöfe Giulio Resta und Giuseppe Lodovico Andujar in den Jahren 1741 und 1743 verfasst wurden, untersucht dieser Beitrag die Entwicklung der Armenunterstützung in den ländlichen Gebieten der Diözese Tortona im 18. Jahrhundert. Diese Berichte verzeichnen die wichtigsten Unterstützungsformen, die von unterschiedlichen sozialen Akteuren organisiert wurden. Neben Aussteuern für arme Mädchen wurden Brot, Geld und Kleidung an die Amen verteilt. Es gar aber auch formale Unterstützungsformen, wie z.B. Unterkunft und Pflege für Pilger und Kranke durch Krankenhäuser, die Barkredite der monti di pietà oder die Getreidekredite der Getreidespeicher. Die Diözese Tortona im 18. Jahrhundert eröffnet somit eine bevorzugte Perspektive, um zu verstehen, wie die Entwicklung der Armenfürsorge im Ancien Regime durch politische, institutionelle, geographische, landbesitzspezifische und sozialökonomische Faktoren beeinflusst wurde. Aus einem komplexen institutionellen Gefüge in Verbindung mit ganz unterschiedlichen geographischen und sozialökonomischen Bedingungen erwuchs eine Vielzahl von Armenunterstützungssystemen.
