<abstract abstract-type="author-highlights" id="abs0005"> <title id="sect0005">Highlights</title> <sec> <p id="spar0005"> <list id="lis0005"> <list-item id="lsti0005"> <label></label> <p id="par0005">The paper proposes an analysis of Area C in Milan, Italy, where a charging policy is applied to private vehicles.</p> </list-item> <list-item id="lsti0010"> <label></label> <p id="par0010">A large number of scenarios with differing demand levels and elasticities by vehicle classes were explored.</p> </list-item> <list-item id="lsti0015"> <label></label> <p id="par0015">Further data collection included a parallel field survey of changes in PT speed was also undertaken.</p> </list-item> <list-item id="lsti0020"> <label></label> <p id="par0020">A high degree of correlation between changes in the different measures of congestion and changes in vehicle speed is observed.</p> </list-item> <list-item id="lsti0025"> <label></label> <p id="par0025">Changes in the total cost of congestion are though more marked than changes in the excess burden of congestion.</p> </list-item> </list> </p> </sec> </abstract>
