Abstract

<abstract abstract-type="main"> <title> <x xml:space="preserve">Abstract</x> </title> <p>Responsibly marketed and properly regulated, ENDS could potentially benefit public health. ENDS pose potential risks to public health. ENDS policies should be adaptable as evidence emerges. FDA must finalize its proposed rule, while states and localities exercise their powers to tax and regulate ENDS as they do other tobacco products.</p> </abstract>
